Build small houses for small people

If the Bush Administration knew this was happening why they did not do anything about it. I know some bills must have past for him to sign. Do you know if he gained anything from the housing crisis? I use to wonder why they stopped building small houses in my area. The only small houses left were very old ones. The ones that were heated by oil which was too expensive to buy. They were not building houses for poor people. My advice would be to try and build a house according to people's income. If builders would do that and banks would give loans according to that they would be better off than trying to give money to someone who could afford the house.
