Our Congress has not addressed the matter with the companies who obtain the bailout money in the beginning.

Stop it,  

I am vomiting over the consistent abuse of tax payers (my money) money.

Congress, as a group had spanked the GMC, Ford and Chrysler group. But as a group you did not reprimand those who had received the bailout money to rebuild their company. Instead of you allowed the Wall Street partiers, Citibank flyers, the golden trashcan jerk and possibly other to go unpunished. Well, now they are taking advantage of the situation as you come down on the future borrowers. They are sitting down on their cushion of taxpayers' money and sipping from their taxpayers' cups laughing at the future borrowers who are going through hell to get a dime. Therefore, Congress you must have equal rules for every group, company, anyone and that includes your friends who are scratching your butts or backs.

Congress, discipline is required and activated for any violators including you as well. Congress is responsible for the misusage of funds by these companies.  Congress gave approval and did not have someone watching to make sure the funds were spent correctly as stated. Instead, Congress allowed the past companies to distribute the funds any way.  It was alleged some congress members attended the Wall Street Party and if it was true, than give them old fashion spanking like Grandpas would do. Congress has to be accountable for their actions in this mishap and 40% is their contribution. Therefore, discipline should had been established prior to the disburse of funds,

An assigned neutral panel or group should have been established. Their roles are to maintain the validity of the spending by each borrower and to give a written report every three months for the first year. To ensure the goals are being met by the companies and to make sure a restructure has been established.

The expectations from these companies should have been established and written. The companies should have been given these written expectations prior to asking for the funds. Every company and Congress would know these expectations. Amendments can be established according to the adjustments of the expectations by the Congress, Companies, President and President's cabinet.  Equality would be established among the companies and no discrimination to any company who does not scratch Congress's back.

The violations should be established from fines to imprisonment for the violators. These violations are subject to change accordingly to the degree of violations. A list of violations should be established at the hearing of the bailout. These violations will not be written in stone and can change to severe consequences. Congress and the company will understand the violation definitions.  Therefore, each company will have their own set of violations establish.

Congress, what happens when a child is caught weeks later for a wrong doing by their parents (think in the past growing up)? Time is up, the parents punish the child and to show the child three things. 1. The child disobeyed their rules, lied and the punishment is established for a longer amount of time. 2. The parents established the child did not get away with anything. 3. The parents would say "as long you lived under my roof than you follow the rules, be respectful and not lie to us."

Congress, Wall Street Partiers and Citibank Flyers, Golden Trashcan and possible others came into your house and disrespected you and the taxpayers' money.

Speak what you mean and do what you speak is much louder than doing nothing
