The drawing was put there to call attention to the 2009 Jefferson Muzzle Awards (http://www.tjcenter.org/muzzles/muzzle-archive-2009/) announced today. The Muzzles are a dubious honor that the Thomas Jefferson Center for the Protection of Free Expression awards evey year to some of the more egregious or ridiculous affronts to free speech.
