iReporter Kaleidoscope Contest Win a Prize

This is a real picture taken somewhere in California. I turned it into a kaleidoscope. The first person who figures out what this is, will receive a great prize. Give it a try. This is no joke. We need some fun on iReports. You can guess as many times as you like but only one guess per comment please. I will add clues until someone makes the correct guess. Please be specific with your guess. For fairness to all, no questions will be answered about this kaleidoscope.
Clues
1) Almost everyone in the world will recognize it.
2) It is 77 feet in height.
3). The upstairs portion was closed after 9-11 but the reason was given as "not accessible to the handicapped.
4). Many banners fly over this but no flags.
