What has happened to Ghana's Golden Jubilee House?

The Presidential Palace of Ghana had over $73 million Dollars spent on it and it still remains unused and dormant. We could not even use it to host US President Obama. How much money is being lost on a daily basis for this misuse ? Shouldn't some one in the current Ghana's National Democratic Congress government be charged with causing financial loss to the state for this mess?
