great law and lesson from North Korea, illegal person enter in the country

hello america , Anyone enter to North Korea as an illegal tourist or an illegal immigrant they go to jail for 12 years ,
these two journalist is example of the law in North Korea .
USA has illegal entry immigrant and over status tourist almost over 16 million people now beside government gave 12 million amnesty in 1986 .
plus government spend milion of dollars to deal with illegal entry .
it is almost 25 years time this illegal entry issue not solve .
you will be a judge, does North Korea have a right to punish illegal entry person in their country that much punishment ?
It seem like they are very smart to protect the counrty stay far from problem that we have in USA on illegal entry issue
