Chicago's Two Seasons -- "Winter and Construction"

Many longtime Chicagoans half-heartedly joke that there are two seasons in Chicago, Winter and Construction. As soon as the weather starts to warm up, the state on Illinois with the highest level of construction spending of all 50 states, becomes a traffic nightmare due to torn up roads and closed lanes. The weekend of June 7th and 8th of 2008, strong thunderstorms and flash flooding has exacerbated the problems for millions living in and around the Chicagoland area.
