Why isn't there enough Swine Flue Vaccine Obama?

When Hurricane Katrina hit New Oleans everyone was ticked off because Bush didn't do enough with the 3 days notice he had that Katrina was going to land.
We have know for months that the Swine Flu was going to hit us hard this fall and now there are reports that the vaccine is in short supply.
How could Obama fail us like that? He knew there was a risk of pandamic. Why didn't he take conrol of the pharamcuitcal companies that made the vaccine, he took control of everything else?
The President has fail us, why has his administration let us down? He has failed to protect us in time of national need.
