Cut Medicare?

-I very much want health care for everyone but i dont understand. Medicare already has very limited coverage- how can a new health plan include cutting medicare? Is it true one will be fined or go to jail???? if they cant afford to purchase a health plan? Is it true the same state agency and staff in my state will be running a new health plan . when they currently are showing their lack of skills to run any current plans ? This is called a health reform bill but somehow i dont hear equal health care for all? am i not hearing this right?
