My fellow Americans. I come to you, this day, to ask you: Are you comfortable with culpable deniability in government, the military or anywhere else? For those unfamiliar with this concept, it is when someone orders an underling, or someone else, to do a job that, if caught, could result in embarrassment or civil/criminal penalties. Then, denies any involvement. The "fall guy" takes the blame and life goes on. Let's list them, shall we? Let's see how long the list gets.

The Valerie Plame Identity Leak

The Iran-Contra Affair

Abu Ghraib

Oh, and, of course, we can debate whether or not the incident fits culpable deniability.
