Is 10 years worth the wait?

If it's true that we wouldn't see any benefit from domestic off-shore drilling for 10 years, and if it's true we are approaching "peak-oil" conditions, isn't a 10 year domestic drilling exercise a wasted effort?
Shouldn't the time and money go into developing new, practical ways to replace fossil fuels entirely?
