Less Options for Black& White Kids in education?

I had no idea about our government upping the price of college on American kids so that illegal immigrants can get a dam near free pass on college tution-until I registerd my nephew this month in a California State College.
(The California Dream Act is a state legislative proposal (Senate Bill 66, formerly SB 160) that allows U.S. citizens and undocumented AB 540 students to attend schools in the U.S. )
The U.S. government, U.S. leaders and media are so full of b.s. about education and helping blacks. Most of the programs that are set up for the inner cities and poor areas are for Hispanics. I went with my nephew to register for college course work, in hopes of getting him into a 2 year program that offers an A.S. degree in Radiology, so that he can earn a living wage(about $45,000.00 entry level) with decent benefits.

His family left New Orleans after Hurricane Katrina and got stiffed on payments from the insurance company but my nephew wants to relocate back to Louisiana and out of California. After Katrina-there were alot of hate crimes and racial tensions aimed at blacks and people of color. The Government bringing in about 200,000 illegal immigrants and hispanics to work for cheap-also didnt help when blacks returned to the city.

So, Fall classes begin August 18^th^ and I get the paper work straight for taking out student loans and he can work to pay it off in the next 5years like I did with my student loans. Just by chance, I decided to pull up a list of scholarships that the school offers and I noticed that out of 12 different scholarships-none were aimed at white kids, one was for blacks(United Negro Fund), one was Native Americans and the rest were aimed at Hispanics. (but yet whites and the media make it seem like black kids are just getting a free ride and taking up all this federal money)
**Then to add insult to injury, the schools academic leadership programs were only targeted for Hispanic kids. These programs give special classes in political science; speech and law-on hopes of having minority kids return to their neighborhoods and make a difference in their community. The program guide made sure to put the Hispanic in bold and didn't mention any other ethnic group. I am sure that if you are black, you can apply on paper by law but to my knowledge there have been no blacks accepted to this program. Even the work-study programs had no black students in any of the offices. There were students registering up for classes that didn't speak English and I noticed that there were special fee waivers being given out to Hispanics that were not being passed out to the whites, blacks and veterans. **

Next, there's a state law in California that hiked up the tuition rates for residents of the state but lowered fees and registration rates for illegal immigrant kids! There was a sign that said "undocument students" pay $15.00 per (who is paying for this? legal tax payers) unit while the American students pay about $40.00 per unit and legal immigrants on a student visa pay $200.00 per unit!
If your young , black and want to do the right thing-you can TRY and do it but most young blacks will not succeed when they are being discriminated against in their youth and phased out of programs, that the media and Federal government, is telling Americans -will benefit black and poor kids. Every social service program is now over run with Hispanic immigrants (legal and non-legal) and black leadership is in serious denial at how bringing jobs and education to "the hood" still doesn't mean that blacks can take advantage of these items. Black leaders have preyed off of the black community for these Congressional positions but have done nothing to give back to the black voters of their community. This is why everyone owns something in a black neighborhood BUT a black person. Blacks are paying into a tax system that treates them like 3rd class citizens and discriminates against them.
