Homeless guy that stayed in a parking garage in New Orleans during Gustav

I don't know this guys name, all I know is he does errands around New Orleans French Quarter, and that he's homeless.
He said he rode out Hurricane Gustav in a parking garage and that, like me, yes, it had it's scary moments.
The other guy, white w/a beard, is a bicycle delivery guy for QuarterMaster.
