The Hagupit typhoon turns the boat over

The HAGUPIT typhoon attacked the southern Taiwan. It didn't bring much rain but strong wind. Even Taiwan has out of the affective area of this typhoon. The strong wind still turns the boat over in Tamsui river in Northern Taiwan and cause many tourists float in the middle of the river.
Luckily, it's in the afternoon which is the rush hours of this line and the army boat comes to rescue them few minutes after they drained. It doesn't bring any damage but only frightened.
