Spending $700B

Will our economy fall apart if we don't move forward with the bailout? If so, then the bailout is necessary. Do I agree with the government having to bail out companies because of their reckless management? No!
But if I did have $700B of government funds to spend on government issues; my first check would be used to make our education system second to none.
I'd also use funds to go towards alternative fuel / energy research and production.
And anything left would be used to bring our troops home from Korea. I'm pretty sure the United States of America can come up with better ueses for the 20,000+ troops currently stationed in the Republic of South Korea (Afghanistan maybe?). They've had 54 years to "prepare"....times up!
