Does Washington or businesses understand the definition of insanity? Do the same thing and expecting different results. Again, the people on the lower end of the financial scale are bailing out the rich and there are no reprecussions on the rich, they still have their large salaries and there does not seem to be anyone in government that seems to understand, as the rich protect the rich.

I have been in change management for over 20 years and watching our inefficienceis in government, schools and corporations in my opnion is mind boggling. The question is how will the effectiveness of this bailout plan be measured? How are the executives that ran these organizations going to pay - reduction in salary or possibly a "pink slip"? If an hourly worker or middle management does not get the results that they are expected to achieve, they are given the boot and usually with very little compensation. I do think that the bailout plan is needed; however, I just believe that there needs to be some type of measurement that verifies the effectiveness of the decisions that are made with our money. I also think that the Senior Executives need to be rewarded only if the organization is run efficiently, effectively, and ethically but not with a golden parachute as happens now. This does not mean laying off people to control overhead as is done now.

In closing, there needs to be an effective measurement system that would verify and validate the effectiveness of an organization. Government, Education and some businesses could really use a system like this, but you know what, it won't happen because we have too many people in the higher level positions that would not want this type of measurement, because then there really would be accountability. The details of the bailout, what are the specifics that govern the "golden parachute" mentality?
